A driver based in Mataram or Praya needs 30-60 minutes to reach Senggigi for a pickup. A Senggigi-local like Ali is 5-15 minutes from any hotel in the strip. For early morning Bangsal Harbor runs (when you want the 8am public boat to Gili Trawangan), this difference matters: Ali can pick you up at 7am for an 8am boat, where a Mataram driver needs to set out at 6am to reach you in time.
